SCRLC Resource Sharing Program

The South Central Regional Library Council promotes regional resource sharing by helping to defray the cost of

the delivery of interlibrary loan materials among South Central member libraries and library systems in accordance

with the following guidelines:

 

  1. Libraries will receive a resource sharing subsidy based on their annual regional borrowing and lending interlibrary loan volume, at a rate to be established each year by the Board of Trustees. Subsidies will be awarded to libraries only if Council funding is available.
  2.  

  3. All libraries that receive a resource sharing subsidy must provide on an annual basis accurate and timely data regarding the number of borrowing and lending transactions made within the region on a timely basis. These interlibrary loan statistics are due at the South Central office by August 1st of each year.

  5. Resource sharing subsidies will be awarded based on member interlibrary loan statistics of the previous fiscal year - July through June.
  6.  

  7. Public library systems and school library systems are eligible for subsidies for delivery between the system headquarters and other South Central member libraries or library systems. It is expected that adequate delivery systems to each system's member libraries will be supported by the system headquarters.
  8.  

  9. Libraries which accept a subsidy are expected to use timely delivery services, including but not limited to United Parcel Service, first class postal service, ARIEL, and telefacsimile for the delivery of library materials in the region. The use of "library rate" is not considered timely and therefore is not acceptable. However, libraries may elect to use 4th class/library rate for the return of library materials only. Libraries that elect to return interlibrary loan materials via library rate do so with the understanding that they are responsible for any material lost in shipment.
  10.  

  11. South Central Regional Library Council reserves the right to revise this policy as needed.
